David Belanger brings over 39 years of practical and professional library experience both as a librarian and library consultant. With a solid educational background, including a Master of Library Science and a Master of Management, Mr. Belanger progressed from a library technology coordinator to director of one of the Pennsylvania’s largest federated library systems, and then becoming the director of one of the busiest library systems in the state. As an independent library consultant, he has advised libraries on building programs, planning, technology and management issues.

David Belanger has consulted primarily with libraries. He focuses on leading the organization's stakeholders through a process that begins with gathering data, both qualitative and quantitative. That data is then used as the starting point for leading the organization through activities that encourage participation, imagination and results in creating a clear direction for the organization.
